The goal of mastering the discipline "Public health and healthcare. Healthcare economics” is to study the organization of labor of medical personnel at medical institutions, medical accounting and reporting documentation, the quality control of medical and preventive aid rendering. The objectives of studying the discipline are: to study methods of public health examination; the organization of medical and preventive aid to the population; to study methods of quality assessment and measures to improve the quality and effectiveness of medical and preventive care; to learn the basics of management, economics, marketing, planning and financing in healthcare; to study innovative processes in healthcare, legal and ethical aspects of medical activity. 
 The discipline "Public Health and Healthcare. Healthcare Economics” refers to the base part of block C1 of the discipline. Public health and healthcare is one of the basic disciplines interconnected with the following disciplines: history of medicine, economics, law, hygiene. The main provisions of public health and healthcare are necessary for the study of clinical disciplines: operative surgery, therapy, surgery, obstetrics and gynecology, pediatrics, neurology, otorhinolaryngology, ophthalmology, urology, traumatology and orthopedics. 
 
The process of studying the discipline is aimed at the formation of the following competences:
  •  the ability and readiness to implement a set of measures aimed at maintaining and improving health and including the formation of a healthy lifestyle, prevention of the onset and (or) spread of diseases, their early diagnosis, identification of the causes and conditions of their occurrence and development, as well as aimed at eliminating the harmful effects of environmental factors on human health (SPC-1)
  •  the ability and readiness to use socio-hygienic methods of collection and medical-statistical analysis of information on public health indicators (SPC-4) 
  •  the ability to apply the basic principles of organization and management in the field of protecting the health of citizens in medical organizations and their structural divisions (SPC-17)
  •  readiness to participate in assessing the quality of medical care using basic medical and statistical indicators (SPC-18) 
 
In the course of studying the discipline "Public Health and Healthcare. Healthcare Economics” students learn the basics of preventive medicine; organization of preventive measures aimed at improving public health; the basics of a healthy lifestyle; the regulatory framework of medical institutions; the fundamentals of the legislation of the Russian Federation, the basic regulatory and technical documents for protecting public health; the fundamentals of insurance medicine in the Russian Federation; the structure of the modern healthcare system; the activities of bodies and institutions of the healthcare system; the principles of evidence-based medicine in establishing cause-and-effect relations between the changes in the health status of the population and the effect of environmental factors.
 
Based on the acquired knowledge, students obtain the abilities to navigate themselves in the system of legislative and regulatory documents in the sphere of ensuring the sanitary and epidemiological well-being of the population; to assess the likelihood of adverse effects on the body by natural, social, anthropogenic environmental factors in specific living conditions of children and adolescents; to work independently with normative, reference literature; to analyze and evaluate the quality of medical care, the health status of the adult and children population, the impact on it by lifestyle factors, the environment, biological factors and the organization of medical care; to keep medical records of various nature in outpatient and inpatient facilities; to participate in the organization of preventive and sanitary-anti-epidemic, preventive and rehabilitative care for adolescents and adults, to analyze and evaluate the quality of medical care; to work independently with educational, scientific, normative and reference literature, to conduct a search, to turn the information received into a means to solve professional problems. 
 
Students develop the skills in basic technologies for acquiring information: unsupervised work with printed and digital educational, reference books, Internet resources; analyzing reference documentation; keeping accounting and reporting documentation; maintaining medical records in medical institutions of the healthcare system; assessing the health status of the population of various age, gender and social groups; examining the health condition of children and adolescents. 
 
Types of academic work: lectures, practical exercises, unsupervised work.
