Annotation:в статье рассматривается территориальная техносфера как динамическая система, описываемая системой дифференциальных уравнений, учитывающих условия ее нормального функционирования и критические ситуации, когда эффективность принимаемых решений зависит от состояния объекта техно-сферы и значений параметров, характеризующих это состояние. Изменяя параметры воздействия объектов техносферы на окружающую среду можно управлять ее качеством, поддерживая в определенном устойчиво работоспособном состоянии. Для поддержания территориальной техносферы в таком состоянии необходимо сформировать эффективный механизм управления. Этот механизм должен исключать попадание территориальной техносферы в устойчиво неработоспособные состояния. Для предотвращения этих процессов необходимо сформировать совокупность информативных параметров, осуществлять контроль и регистрацию их значений, формируя базы данных нормативных и фактических значений параметров. Используя эту информацию для моделирования и прогнозирования состояния окружающей среды регистрировать появление тенденции перехода в устойчиво неработоспособные состояния. И для предотвращения этого процесса формировать управляющие воздействия. Для этого необходимо осуществлять комплексный мониторинг окружающей среды территориальной техносферы, исключая ее переход в устойчиво неработоспособные состояния, ведущие к коллапсу.

Title:Text Mining for Conformity Assessment of the Strategy for the State National Policy and Government Websites

Annotation:The article examines the news items on the official websites of the Federal Agency for Nationality Affairs, the State Duma Committee on Nationality Affairs, and the Council for Interethnic Relations for their compliance with the Strategy for the state nationality policy of the Russian Federation for the period up to 2025. The research is mainly based on the method of comparing text documents in natural language processing. The primary parameter for the analysis of the text corpus is the wording of the Strategy. The news features on the websites are checked for their consistency with the trends of the state nationality policy indicated in the document as the most voluminous section of the Strategy. The array of textual data is represented by 397 news items published on the websites in 2019. The comparison of textual data shows that the largest number of matches is found on the news feed of the website of the Council for Interethnic Relations. The focus area with the greater number of matches across all websites is establishing the environment to preserve and enrich the Russian language and the languages of the peoples of the Russian Federation.

Annotation:We made calculations of the voltage drop in the lines, voltage at the inputs of substations and electricity losses for transit. The study of the radial power supply system was performed in the daytime maximum mode; the minimum load mode was performed at night and in the peak load mode. As a result of modeling the operating modes, the indicators of the classical radial power supply scheme were compared with the indicators of the system when the local generation facilities were switched on during the working shift or during peak hours. Connection of reserve sources allows reducing voltage fluctuations along the line and reducing power losses for transit.

Annotation:Profiled joints of parts (PJ), in which the transfer of the operational load occurs by means of force closure of surfaces, are quite widely used in mechanical engineering. An alternative type of joint is a joint with a guaranteed tension (IFJ), which transmit the load by frictionally closing the mating surfaces of the parts. Such a joint combines the advantages of PJ and IFJ is a spiral friction-profile joint (SFPJ). It joins parts with spiral profile of mating surfaces. The properties of the spiral connection of parts are practically not studied, and there is no methodology for its design and the corresponding regulatory documentation. This article examines the influence of the design parameters and technological factors on the functional properties and stress–strain state of the SFPJ. Analytical methods are used, as well as the finite element method in computer modeling. The design parameters influencing the nominal area parts’ contact are found. The irregularity in the distribution of the equivalent tensions in the contact area is found. The technological factors which are necessary to control in order to provide SFPJ functional properties are found. The spiral friction-profile joint can effectively replace spline, keyed, pinned, profiled joints, tension joints and other fixed connections.

Annotation:The article describes an information and analytical platform for collecting and processing big data for the study of innovative development processes of the constituent entities of the Russian Federation. The toolkit of the platform solves the problem of searching, collecting, processing and downloading data from the Internet for the analysis and prognostic modeling of innovation indicators of economic agents in the region. The results are used to assess the dynamics of changes in the innovative development of enterprises and the region as a whole. The objectives of the research are to select leaders who actively develop and implement innovations, benchmarking analysis of regional enterprises with leaders, develop recommendations for managing innovative development mechanisms, and increase the efficiency of innovative activities of enterprises in the region. It is proposed to create a set of tools for analytic processing of big data in the form of a convergent platform with horizontal scaling. To perform the procedures of loading large data into the cloud storage, the streaming architecture of the data search and integration subsystem is implemented with the possibility of parallel preprocessing of information. Annotation:The article deals with the problem of creating a mathematical apparatus for implementing self-adaptive properties of applied software systems. Self-adaptability is the ability of software to modify its own srtucture and behavior under the influence of external factors (unforeseen at compile stage) by forming new system feedbacks on the basis of internal and external data flows. The key issue here is the mathematical description of possible options for structural and behavioural system changes. The proposed mathematical model is based on the author's concept of reflection according to which a software system is able to generate and embed in its structure new feedbacks due to mining own behavioral information.
